[ Nehemiah 5:1 - 5:19 ]

1Now there arose a great outcry of the people and of their wives against their Jewish brothers. 2 For there were those who said, “With our sons and our daughters, we are many. So let us get grain, that we may eat and keep alive.” 3 There were also those who said, “We are mortgaging our fields, our vineyards, and our houses to get grain because of the famine.” 4 And there were those who said, “We have borrowed money for the king's tax on our fields and our vineyards. 5 Now our flesh is as the flesh of our brothers, our children are as their children. Yet we are forcing our sons and our daughters to be slaves, and some of our daughters have already been enslaved, but it is not in our power to help it, for other men have our fields and our vineyards.” 6 I was very angry when I heard their outcry and these words. 7 I took counsel with myself, and I brought charges against the nobles and the officials. I said to them, “You are exacting interest, each from his brother.” And I held a great assembly against them 8 and said to them, “We, as far as we are able, have bought back our Jewish brothers who have been sold to the nations, but you even sell your brothers that they may be sold to us!” They were silent and could not find a word to say. 9 So I said, “The thing that you are doing is not good. Ought you not to walk in the fear of our God to prevent the taunts of the nations our enemies? 10 Moreover, I and my brothers and my servants are lending them money and grain. Let us abandon this exacting of interest. 11 Return to them this very day their fields, their vineyards, their olive orchards, and their houses, and the percentage of money, grain, wine, and oil that you have been exacting from them.” 12 Then they said, “We will restore these and require nothing from them. We will do as you say.” And I called the priests and made them swear to do as they had promised. 13 I also shook out the fold of my garment and said, “So may God shake out every man from his house and from his labor who does not keep this promise. So may he be shaken out and emptied.” And all the assembly said “Amen” and praised the LORD. And the people did as they had promised. 14 Moreover, from the time that I was appointed to be their governor in the land of Judah, from the twentieth year to the thirty-second year of Artaxerxes the king, twelve years, neither I nor my brothers ate the food allowance of the governor. 15 The former governors who were before me laid heavy burdens on the people and took from them for their daily ration forty shekels of silver. Even their servants lorded it over the people. But I did not do so, because of the fear of God. 16 I also persevered in the work on this wall, and we acquired no land, and all my servants were gathered there for the work. 17 Moreover, there were at my table150 men, Jews and officials, besides those who came to us from the nations that were around us. 18 Now what was prepared at my expense for each day was one ox and six choice sheep and birds, and every ten days all kinds of wine in abundance. Yet for all this I did not demand the food allowance of the governor, because the service was too heavy on this people. 19 Remember for my good, O my God, all that I have done for this people.
1백성 사이에서 유다인 동포를 원망하는 소리가 크게 일고 있다. 부인들이 더 아우성이다. 2 더러는 이렇게 울부짖는다. “우리 아들딸들, 거기에다 우리까지, 이렇게 식구가 많으니, 입에 풀칠이라도 하고 살아가려면, 곡식이라도 가져 오자!” 3 또 어떤 이들은 이렇게 울부짖는다. “배가 고파서 곡식을 얻느라고, 우리는 밭도 포도원도 집도 다 잡혔다!” 4 또 어떤 이들은 이렇게 외친다. “우리는 왕에게 세금을 낼 돈이 없어서, 밭과 포도원을 잡히고 돈을 꾸어야만 했다!” 5 또 더러는 이렇게 탄식한다. “우리의 몸이라고 해서, 유다인 동포들의 몸과 무엇이 다르냐? 우리의 자식이라고 해서 그들의 자식과 무엇이 다르단 말이냐? 그런데도 우리가 아들딸을 종으로 팔아야 하다니! 우리의 딸 가운데는 벌써 노예가 된 아이들도 있는데, 밭과 포도원이 다 남의 것이 되어서, 우리는 어떻게 손을 쓸 수도 없다.” 6 그들의 울부짖음과 탄식을 듣고 보니, 나 또한 치밀어 오르는 분노를 참을 수가 없다. 7 나는 그들이 울부짖는 내용을 신중하게 살핀 다음에, 귀족들과 관리들에게, 어찌하여 같은 겨레끼리 돈놀이를 하느냐고 호되게 나무랐다. 이 문제를 다루어야 하겠기에, 나는 대회를 열고서, 8 귀족들과 관리들에게 말하였다. “우리는, 이방 사람들에게 팔려서 종이 된 유다인 동포를, 애써 몸값을 치르고 데려왔소. 그런데 지금 당신들은 동포를 또 팔고 있소. 이제 우리더러 그들을 다시 사오라는 말이오?” 이렇게 말하였으나, 그들 가운데 대답하는 사람이 아무도 없다. 그들에게도 할 말이 없을 것이다. 9 내가 말을 계속하였다. “당신들이 한 처사는 옳지 않습니다. 이방인 원수들에게 웃음거리가 되지 않으려거든, 하나님을 두려워하면서 살아야 합니다. 10 나도, 나의 친족도, 그리고 내 아랫사람들도, 백성에게 돈과 곡식을 꾸어 주고 있습니다. 제발, 이제부터는 백성에게서 이자 받는 것을 그만둡시다. 11 그러니 당신들도 밭과 포도원과 올리브 밭과 집을 오늘 당장 다 돌려주십시오. 돈과 곡식과 새 포도주와 올리브기름을 꾸어 주고서 받는 비싼 이자도, 당장 돌려주십시오.” 12 그들은 대답하였다. “모두 돌려주겠습니다. 그들에게서 아무것도 받지 않겠습니다. 말씀하신 대로 다 하겠습니다.” 나는 곧 제사장들을 불러 모으고, 그 자리에서 귀족들과 관리들에게 자기들이 약속한 것을 서약하게 하였다. 13 나는 또 나의 주머니를 털어 보이면서 말하였다. “이 서약을 지키지 않는 사람은, 하나님이 그 집과 재산을 이렇게 다 털어 버리실 것입니다. 그런 자는 털리고 털려서, 마침내 빈털터리가 되고 말 것입니다.” 내가 이렇게 말하자, 거기에 모인 모든 사람이 “아멘!” 하며 주님을 찬양하였다. 백성은 약속을 지켰다. 14 나는 아닥사스다 왕 이십년에 유다 땅 총독으로 임명을 받아서, 아닥사스다 왕 삼십이년까지 십이 년 동안 총독으로 있었지만, 나와 나의 친척들은 내가 총독으로서 받아야 할 녹의 혜택을 받지 않았다. 15 그런데 나보다 먼저 총독을 지낸 이들은 백성에게 힘겨운 세금을 물리고, 양식과 포도주와 그 밖에 하루에 은 사십 세겔씩을 백성에게서 거두어들였다. 총독들 밑에 있는 사람들도 백성을 착취하였다. 그러나 나는 하나님이 두려워서도 그렇게 하지 않았다. 16 나는 성벽 쌓는 일에만 힘을 기울였다. 내 아랫사람들도 뜻을 모아서, 성벽 쌓는 일에만 마음을 썼다. 그렇다고 우리가 밭뙈기를 모은 것도 아니다. 17 나의 식탁에서는, 주변 여러 나라에서 우리에게로 온 이들 밖에도, 유다 사람들과 관리들 백오십 명이 나와 함께 먹어야 했으므로, 18 하루에 황소 한 마리와 기름진 양 여섯 마리, 날짐승도 여러 마리를 잡아야 하였다. 또 열흘에 한 차례씩은, 여러 가지 포도주도 모자라지 않게 마련해야만 하였다. 그런데 내가 총독으로서 마땅히 받아야 할 녹까지 요구하였다면, 백성에게 얼마나 큰 짐이 되었겠는가! 19 “나의 하나님, 내가 이 백성을 위하여 하는 모든 일을 기억하시고, 은혜를 베풀어 주십시오.”
